Revisions to Heating Modernization Law Allow Greater Flexibility for Homeowners

The newly proposed Heating Modernization Law permits homeowners to choose heating systems without the previous mandate for at least 65% renewable energy use.

Under the revised legislation, homeowners may install oil and gas heating systems, incurring specific costs related to fossil fuel usage. Starting in 2028, landlords will share heating costs with tenants, including CO2 pricing and gas network fees. By 2029, new oil and gas systems must gradually incorporate biogenic fuels, aiming for a 60% share by 2040. Additionally, the law mandates that fuel suppliers offer climate-friendly alternatives, including various types of hydrogen. Municipalities will also be required to outline plans for expanding district heating and hydrogen networks.
