North Rhine-Westphalia Halts Expansion Plans for Emergency Stations

The government of North Rhine-Westphalia has temporarily suspended plans for new constructions and expansions of emergency stations due to anticipated federal reforms in emergency care.

The state government of North Rhine-Westphalia (NRW) has decided to put on hold the planned expansion and construction of emergency stations across the region. Health Minister Karl-Josef Laumann (CDU) issued a directive to the five district governments, instructing them to delay any unimplemented plans for emergency station expansions in light of expected reforms to emergency care at the federal level. Projects that have already commenced will continue as planned, but new initiatives will undergo further review.

This decision is tied to upcoming legislative changes at both the federal and state levels. On Thursday, the Bundestag is set to vote on a proposed reform of emergency care introduced by the federal government. Simultaneously, the CDU-Green coalition in NRW will present an amended rescue services law to the state parliament. The proposed changes aim to replace the current fee-based or fixed-rate funding model for emergency services with binding agreements between municipalities and health insurance providers. Disputes over funding will be resolved by arbitration panels.

A key issue in the reform discussions is the ongoing financial dispute between municipalities and statutory health insurance providers regarding so-called ‘misguided trips’ in emergency services. These refer to cases where patients receive care but are not transported to a hospital. Minister Laumann reassured the public that the reforms would not lead to drastic reductions in patient care. He emphasized that while immediate response is critical for life-threatening emergencies, there are situations where alternative emergency vehicles can be deployed, and timing is less critical.
