New EU Packaging Regulations Threaten Small Publishers’ Market Access

The European Union’s latest packaging regulations aim to streamline waste management but may inadvertently exclude independent publishers from the single market. The new rules impose significant administrative burdens that could hinder cross-border sales for smaller retailers.

On August 12, the European Union implemented the Packaging and Packaging Waste Regulation (PPWR), a comprehensive framework designed to enhance recycling and reduce packaging waste across member states. The regulation includes strict limits on the use of polyfluoroalkyl substances (PFAS) in food-contact packaging, addressing growing environmental concerns.

While the initiative seeks to tackle projected increases in packaging waste—expected to rise by 19 percent by 2030, with plastic waste potentially surging by 46 percent—the new requirements may pose significant challenges for small businesses. Under the PPWR, companies shipping packaged goods across EU borders must appoint an ‘authorised representative’ in each destination country to manage registration and local waste disposal financing.

Many independent publishers and retailers are expressing concern over the feasibility of complying with these regulations. For instance, a Berlin-based bookstore announced on social media that it would temporarily halt shipments to private customers within the EU due to the excessive administrative workload imposed by the new rules. This decision reflects a broader apprehension among small businesses about their ability to navigate the complexities of the new packaging regime.
