Germany’s Voluntary Military Service Faces Recruitment Challenges
Germany’s new voluntary military service model has significantly underperformed in attracting recruits since its launch in January 2023.
The Military Service Modernisation Act aimed to increase the Bundeswehr’s active-duty personnel by 80,000, targeting a total of 260,000, alongside 200,000 reservists. However, after distributing over 300,000 questionnaires to young Germans, only 530 individuals have committed to service, representing approximately 0.7% of the recruitment goal. Additionally, 5,862 respondents explicitly declined military service, while around 20,000 expressed potential interest without signing up. This low recruitment rate has sparked discussions about reinstating conscription, a move supported by some defense-minded politicians amid concerns over security threats. Defence Minister Boris Pistorius has indicated that if voluntary recruitment remains insufficient, partial conscription may be necessary. Protests against conscription have emerged among students, reflecting widespread dissent against mandatory military service.
