Azerbaijan Shifts Focus to Renewable Energy Amid Oil Legacy
Azerbaijan, a historic oil producer, is pivoting towards renewable energy as it prepares to host COP29 in 2024, aiming to diversify its energy sources and reduce greenhouse gas emissions significantly by 2030.
Azerbaijan, one of the world’s oldest oil producers, is making significant strides towards renewable energy as it prepares to host the 29th UN Climate Change Conference (COP29) in 2024. Historically reliant on oil and gas, which accounted for nearly half of its GDP in 2023, the country is now focusing on diversifying its energy mix. Currently, natural gas constitutes 67% of Azerbaijan’s energy supply, while oil and oil products make up 31.1%, with renewables contributing less than 2%. In March 2025, the World Bank approved the Azerbaijan Scaling-Up Renewable Energy Project (AZURE), a $173.5 million initiative aimed at modernizing the country’s power transmission network and supporting energy diversification. This project is expected to attract an initial $384 million in private investments, particularly in onshore wind energy. Azerbaijan’s government has set ambitious targets, aiming to reduce greenhouse gas emissions by 40% from 1990 levels and increase the share of renewable energy to 30% by 2030. Recent developments indicate that the country may exceed these goals, potentially generating up to 38% of its power from clean sources. To facilitate this transition, the government has introduced favorable policies, including tax breaks for renewable energy projects. Notable projects include the 240-megawatt Khizi-Absheron Wind Farm and the Garadagh Solar Power Plant, which will power approximately 110,000 homes. Additionally, Azerbaijan is developing green energy corridors to enhance its role as a renewable energy exporter to Central Asia and Europe. Agreements with neighboring countries and international firms underscore Azerbaijan’s commitment to becoming a clean energy hub. As it continues to produce oil and gas, the country is poised to expand its renewable energy capacity significantly, enhancing energy security and diversifying its electricity mix.
