Statement by the High Representative on behalf of the European Union regarding the alignment of certain countries with restrictive measures on Belarus and its involvement in Russian aggression against Ukraine
On 23 July 2026, the Council adopted Council Decision (CFSP) 2026/18471.
Council Decision (CFSP) 2026/1847 imposed further restrictions in view of Belarus’s involvement in the Russian aggression against Ukraine. These include expanding the list of items which might contribute to Belarus’s military and technological enhancement or to the development of its defense and security sector. Moreover, the Decision amended derogations in order to ensure the continued provision of goods and services required to uphold internet infrastructure in Belarus for the general public. Additionally, the Decision introduced further restrictions on imports of goods that allow Belarus to diversify its sources of revenue. Lastly, the Decision extended the prohibition for Belarusian nationals or natural persons residing in Belarus to own or control, or to hold any posts in the governing bodies of, certain legal persons, entities, or bodies incorporated or constituted under the law of a Member State, so that the prohibition applies to any entity that is providing crypto-asset services, as defined in Regulation (EU) 2023/1114 of the European Parliament and of the Council.
Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Montenegro, North Macedonia, Norway, and Ukraine align themselves with this Council Decision.
They will ensure that their national policies conform to this Council Decision.
The European Union takes note of this commitment and welcomes it.
