Call for Mandatory Advocates to Protect Women with Disabilities in Care Facilities

Advocates are urging for the nationwide implementation of specialized representatives to address violence against women with disabilities living in residential care facilities.

Women with disabilities residing in care facilities face alarmingly high rates of violence, including physical, psychological, and sexual abuse. A recent study revealed that 22% of surveyed women with disabilities reported experiencing sexual violence, with a significant portion of incidents occurring within residential settings. Despite these findings, there is no nationwide mandate requiring the appointment of specialized advocates for women in such facilities.

Experts and human rights organizations are calling for immediate action to address this gap. The German Institute for Human Rights has highlighted the urgent need for dedicated representatives in care facilities to provide low-barrier support for women and girls facing abuse. Current measures, such as general violence prevention policies and resident councils, are deemed insufficient to address the unique vulnerabilities of women with disabilities.

While women’s advocates have been mandatory in workshops for people with disabilities since 2017, their presence in residential care facilities remains voluntary and dependent on state-level legislation. Advocates argue that this inconsistency leaves many women unprotected and vulnerable. They are urging policymakers to prioritize the establishment of mandatory advocates nationwide to ensure comprehensive protection and support for women with disabilities in care environments.
