EU Enhances Air Passenger Rights with New Compensation and Luggage Rules

The European Union has finalized a significant agreement aimed at improving air passenger rights, including updated compensation for flight delays and the inclusion of cabin baggage in ticket prices. This reform comes after nearly two decades without major updates to passenger protections.

In a landmark decision, the European Union has reached a new agreement that strengthens the rights of air travelers, addressing long-standing issues related to flight delays and carry-on luggage. This reform, which has been in the works since 2013, aims to modernize regulations that have not seen significant changes since 2004, despite a surge in air traffic following the pandemic.

The deal, finalized in mid-June, reflects years of advocacy for better passenger protections amidst pressures from airline lobbyists seeking to reduce compensation obligations. Consumer rights advocates have welcomed the reform, emphasizing that it consolidates essential rights and eliminates unfair practices that have plagued travelers for years. Agustín Reyna, director at a prominent consumer rights organization, noted that consumers should feel optimistic about the changes.

While the compensation thresholds for delays remain unchanged, passengers will still be entitled to compensation of up to €600 depending on the flight distance and delay duration. However, airlines can avoid these payments if they can demonstrate that delays were caused by extraordinary circumstances. The new rules are expected to clarify baggage policies, addressing widespread passenger frustration over unclear and misleading luggage fees.
